Lift Industry Legal Legislation
The British and European lift industry has seen significant changes in the time frame of the past 10 or 15 years. This legislation is mainly focused, as one might imagine, on making lifts safer and better functioning. Anyone installing new lifts or modernising old ones will find it advisable from both a business and public relations standpoint to make sure they are in full compliance with this legislation and with current norms in the lift industry.
Perhaps the most significant piece of lift legislation in recent history is European Parliament and Council Directive 95/16/EC. This was penned in June of 1995 and phased in during a transitional period in which European countries had a choice of complying with existing lift laws or the new legislation. After 1999 however, all lifts had to comply with the new legislation.
In the UK this directive took the form of the Lift Regulations which were implemented in 1997. This legislation includes the following salient features, applicable in the UK from the date of July 1, 1999: 1. All lifts marketed or installed in the UK must meet the relevant health and safety requirements outlined by the directive in their construction, installation, and design. 2. All lifts must be safe or the new parts being installed to update them must render the lifts safe. 3. All lifts must satisfy the conformity assessment procedures set forth in the Lifts Regulations. 4. All lifts must carry CE marking. 5. Lifts must be accompanied by an EC declaration of conformity.
There are also a number of other provisions defining such issues as how much wiring and piping may be in lift wells, communications between builders and lift installers, and making information about lifts accessible to relevant parties.
Seeing as all this is the case, anyone operating a business that uses lifts should be concerned with putting their business in a good light rather than a bad one as concerns these regulations. These directives are meant to protect the common good, and from a moral as well as a business standpoint should be implemented thoroughly and completely.
Businesses that are lazy about this sort of thing run the risk not only of legal measures such as fines or other litigation, but in losing favor in the public view. For instance, a business operating a lift which does not have wheelchair access of some sort will appear out of date and possibly unconcerned about the general public, as well as potentially being in violation of codes and regulations. Similarly, waiters and waitresses running up and down stairs in a multi floor restaurant, rather than using dumb waiters or larger lifts, create an unsafe and non-modernized impression (not to mention the extra time involved in delivering the dishes and the ways that can affect customer satisfaction and profits).
So in conclusion, it is highly recommended to either install new, up to date lifts in businesses that do not already have them, or for UK business owners to update the lifts they already have. In both cases the lifts must satisfy the current standard regulations and safety requirements. The success, safety, and public perception of businesses al go hand in hand, and this connection is especially marked in businesses that use or rely on lifts.
